This paper present claims about trust in relation to the state and the citizens of the state. First, when people trust each other, solutions to complex problems come in handy. Second, community participation can also lead to active political participation. According to the author, if people are more trusting, it is more likely that they have “efficient and less corrupt government”. These claims are being disputed by the author. There are other important claims in the papers necessary for understanding democracy, the reason why this text is very important. While it is true that democratic states are more trusting, it does not necessarily mean that it is due to their democratic status.
